PLO hints shift on peace talks // Compromise vowed; Israelis back Shamir

As Prime Minister Yitzhak Shamir of Israel won Cabinet approvalSunday of his qualified agreement to attend a Middle East peaceconference, a spokesman for PLO Chairman Yasser Arafat said the groupis willing to compromise on the key issue of who can represent thePalestinians at peace talks.

However, it was not immediately clear whether the comments byBassam Abu Sharif, a senior adviser to Arafat, represented anofficial position of the Palestine Liberation Organization.

In the past, he has sometimes taken deliberately moderatepositions, only to see them repudiated later by the organization.

In Israel, only three of Shamir's 20 Cabinet ministers votedagainst …
